The quantity W2 is determined such that the relation W1/T</=W2</=vxBxHxD is satisfied, where v is the circumferential speed of the drum electrode (5), B is the width of the drum electrode (5), H is the average thickness of plastic chips (2) supplied to the drum electrode (5), and D is the bulk density of the plastic chips (2).</p>
