PROBLEM TO BE SOLVED: To provide a beam collapse form by causing a fuse member to yield in an earthquake, while enhancing rigidity under normal conditions by using the fuse member at a joint rigidly joined with the beam of an H-steel column in the direction of a weak axis. SOLUTION: The upper flange 3a of a beam 3 in the direction of a weak axis is rigidly joined by a splice plate 8 to an upper diaphragm 4 joined to an H-steel column 1. The lower flange 3a of the beam 3 in the direction of the weak axis is rigidly joined via a fuse member 10 to a lower diaphragm 5 joined to the H-steel column 1, the fuse member 10 having a flange 11 and a reinforcing plate 12 which undergo shear yielding at moments not greater than the bending resistance of the column.
