PROBLEM TO BE SOLVED: To enable manufacturing an electrolytic capacitor with simple constitution at a low cost by enabling restraining the range of burning and damaging of a capacitor element to a minimum, when abnormality is generated in the capacitor element which is caused by concentric flow of currents to a weak part of an anode foil in the case that an overvoltage is applied. SOLUTION: An anode foil 12 to which a lead wire 13 for anode is connected and a cathode foil 14 to which a lead wire 15 for cathode is connected are laminated via an electrolytic paper 16 and wound, and a capacitor element 10 is formed. This capacitor element is so accommodated in a sheath case that the respective lead wires 13, 15 are led out to the outside. Sealing is performed with a sealing member, and external connection terminals are connected with the respective lead wires 13, 15, thus constituting a capacitor. In this case, a fluorine resin sheet 18 is arranged adjacently to the outside of the electrolytic paper 16 laminated on the outside surface of the anode foil 12. The fluorine resin sheet 18 is wound and arranged so as to surround the electrolytic paper 16 by a round length or a length shorter than a round, corresponding to a position to which the lead wire 13 for anode is connected.
