PROBLEM TO BE SOLVED: To effectively generate equi-axed crystals having small size while holding the degree of superheat of the poured molten steel and to make small size of the granular segregation with a light rolling reduction. SOLUTION: At the time of continuously casting a billet having the cross section of a square-shape of >=140 mm of the one side or a round-shape <=140 mm of the diameter, in the case of being <=30 deg.C the degree of superheat of the molten steel, the cooling water quantity in a mold is regulated to at least 1700 l/min and then, after solidifying the molten steel, the rolling reduction to the cast billet is executed with the rolls at most 10 mm in the range of 0.3-0.6 center solid phase ratio.
