PROBLEM TO BE SOLVED: To quickly adjust a pixel value of a compressed image obtained by interleaving an original image to obtain a decoded image of high image quality. SOLUTION: A compression section 21 compresses an original image by reducing the number of pixels to obtain compression data. A local decode section 22 classifies the compression data and predicts the original image corresponding to the resulting classes to obtain a predicted value. Furthermore, an error calculation section 22 calculates a prediction error of the predicted value with respect to the original image. Then the compression section 21 estimates an error curve denoting a relation between the compression data and the predicted error to obtain the compression data minimizing the value of the error curve an provides an output of the compression data as a coding result of the original image.
