摘要 <p>PROBLEM TO BE SOLVED: To store the large capacity of image data without increasing the capacity of an encoding memory by rearranging the image signals of a prescribed picture element number for which plural color components coexist into the set of unit blocks constituted of the image signal component of the same color and performing fixed length encoding for the respective unit blocks. SOLUTION: A picture element rearrangement circuit 4 rearranges the output signals of picture elements provided with the respective color components R, G and B outputted from an A/D converter 3 and outputs them altogether as the unit block of encoding for the respective color components. Then, the fixed length encoding is performed for the respective color signal blocks rearranged by the picture element rearrangement circuit 4 by a fixed length encoding circuit 5 and they are preserved in the encoding memory 6. A picture element inverse rearrangement circuit 8 rearranges data decoded by a fixed length decoding circuit 7 in the same order as the time of reading picture element signals in a scanning line direction, returns them to source signals and stores them in a frame memory.</p>
