The procedure, especially for packing industrial waste of an elastically deformable material which has become contaminated with a toxic substance, consists of placing a batch of the material with a volume of a gas in a compressible package (2). The package is put into a rigid cylindrical container (6) and compressed by a shutter (7), using two opposite forces (A1, A2), reducing its thickness while the gas is evacuated for re-use. Once the first package has been compressed the shutter (7) is locked to the inner side wall of the container, another package is placed on top of it and compressed with a second shutter, and so on until the container is full.
