PURPOSE:To apply accurate read processing of a character image while distinguishing the image from a background level at all times by generating plural middle areas, deciding their background density and setting the background density of each small area corresponding to the middle area based on the said density. CONSTITUTION:A large area A comprising gathered small areas AX,Y (3X12=36 areas) is set to a part of read original and a mean density of each area AX,Y is measured. Then adjacent areas AX,Y with a small mean density difference are gathered to generate middle areas A1, A2. Thus, threshold levels TH1, TH2 are set in the areas A1, A2. With respect to the small area of the 1st row, binary-coding of the read multi-value data is executed. When the binary coding is finished, the large area A comprising 36 small areas AX,Y of the 2nd-4th rows is generated, the threshold levels are decided with respect to the 2nd row small areas A2,1-A2,12 similarly to apply binary-coded processing. The similar processing is applied to each row small area AX,Y.
