PROBLEM TO BE SOLVED: To obtain a conductive base body which maintains conductivity with excellent stability against moisture and has an excellent recording property and an improved whiteness suitable for color recording by forming a conductive layer containing an acicular conductive pigment and a metal hydroxide on a base body. SOLUTION: A conductive layer containing an acicular conductive pigment and a metal hydroxide is formed on at least one surface of a substrate. To 100 pts.wt. of the acicular conductive pigment, the metal hydroxide is compounded by 5 to 300 pts.wt., preferably 30 to 250 pts.wt., and mote preferably 50 to 200 pts.wt. in the conductive layer. The acicular conductive pigment is produced from potassium titanate, titanium oxide, etc., and its surface is coated with tin oxide containing antimony as an impurity. The pigment has 1 to 40μm major axial length and 0.05 to 3μm minor axial length. As for the metal hydroxide, spherical or irregular white particles are used, and for example, metal oxides expressed by general formula M(OH)n are used. In formula, (n) is an integer 2 to 4 and M represents alkaline earth metals or aluminum, and for example, Ca(OH)2 and Al(OH)3 are preferably used.
