PROBLEM TO BE SOLVED: To provide an appliance which has safety and excellent water resistance, weatherability, etc., and is capable of emitting light with luminance of high visibility over a long time by using light storage pigments which do not contain radioactive elements and have the property to emit light for a long time. SOLUTION: The durable light storage pigments of <=0.3μm are manufactured by pulverizing 'Lumi-Nova (R)' of a strontium aluminate system to g0.1pm grain size with an ultrafine grinding machine, finely dispersing and kneading 50wt.& superfine long light storage pigments at 650 deg.C working temp. to solder glass (B2 O3 -Al2 O3 -R2 O) cullet as low-temp. fused glass having excellent moisture resistance and chemical resistance and firing the glass cullet for 3 hours at 700 deg.C, then subjecting the glass cullet to coarse water granulating under spraying of cold water, passing the cullet to coarse, middle and fine grinding machines and drying the powder. The durable long light storage pigments are added at 20wt.%, a pigment dispersion and precipitation preventive agent at 1wt.% and a defoaming leveling agent at 0.2wt.% to the durable fastening miterial and the mixture is mixed for 30 minutes by a high-speed dispersing machine, by which the durable long light storage nighttime safety visible coating material of a uniform, stable and pale yellowish color is manufactured.
