摘要 PROBLEM TO BE SOLVED: To prevent a decrease in detection precision based upon variation in the lighting intensity of a monitor place where a video camera is installed and an automatic exposure adjusting function by calculating a spatial phase in time series from a specific arithmetic expression according to data on pixels, and detecting a moving body according to variation of the spatial phase. SOLUTION: The video camera 11 is installed above a passage 21 so as to look down at a passerby 20 and its output is converted by an A/D converter 12 and stored in an image memory 23. A spatial phase converting means 24 calculates the spatial phase in time series from an arithmetic expression tan<-1> (AS/AC) or cot<-1> (AC/AS), where AC is Fourier cosine transformation and AS is Fourier sine transformation when an image signal obtained as a set group of pixels constituting image data is processed by spatial Fourier transformation not at right angles to the moving direction of the passerby 20. Then the passerby 20 is detected on the basis of the variation of the calculated spatial phase.
