An apparatus for controlling power-saving modes of a monitor using infrared-ray sensor is made up of the infrared-ray sensor(10) sensing human body by the heat of human body; the first amplifying means to amplify the sensed signal to appointed level; the second amplifying means to amplify the output of the first amplifying means; the switching means turned on/off according to the output of the second amplifying means; the first charging means that, when a switching means is turned off, is charged for appointed time to supply appointed charged voltage; the vertical synchronous signal intercepting transistor which, when the first charging means supplies appointed charged voltage, is turned on to intercept vertical synchronous signal; the second charging means that, if vertical synchronous signal intercepting transistor is turned on, is charged for appointed time to supply appointed charged voltage; and the horizontal synchronous signal intercepting transistor, if the second charging means supplies appointed charged voltage, is turned on to intercept horizontal synchronous signal.
