PROBLEM TO BE SOLVED: To make the best use of spent nuclear fuel by decomposing water under irradiation of ultraviolet light emitted from a scintillator in the presence of a photocatalyst or photocatalytic electrode. SOLUTION: First, a scintillator 4 covered with a protective vessel 5 is irradiated withγ-X-rays emitted from relevant source(s) 6 such as nuclear fuels in an atomic power plant to effect ultraviolet light irradiation. Subsequently, water with a photocatalyst or photocatalytic electrode 3 dispersed therein is irradiated with the resultant ultraviolet light and decomposed into hydrogen and oxygen, which are then brought into a hydrogen separator 9, and the resultant hydrogen is recovered by hydrogen recovery equipment 10, while the resultant oxygen is discharged via oxygen-removing equipment 11 out of the system.
