PROBLEM TO BE SOLVED: To optionally reduce the computing volume needed for retrieval of a motion vector in a motion vector retrieval method of a motion compensation inter-frame encoding system. SOLUTION: This retrieval device includes an input frame memory 1a which stores the video input signals, a reference frame memory 1b which stores the video signals of the preceding frame, and a subsampling part 1c. The subsampling pattern of the part 1c is controlled by a subsampling control part 1g, so that the present block data and the reference block data are fetched and subsampled. These two types of subsampling data are evaluated at an evaluation function calculation part 1d, and threshold value comparison part 1e compares the evaluation function value under computing with the threshold value to decide whether the previous computing of the evaluation function is significant or not. If the significant previous computing is decided, the computing of the evaluation function is carried on. If not decided, the computing of the evaluation function is discontinued and the evaluation function value under computing is outputted to a motion vector decision part 1f. |
