<p>PURPOSE: To provide a picture encoding device capable of allocating cells provided with a data block to be transmitted to a communication network by the plural kinds of conditions to priority/non-priority cells. CONSTITUTION: A cyclic intra-frame judgement means 152 cyclically outputs judgement information and a selection means 51 selects the data of the intra- frame encoding mode based on the judgement information. Also, an orthogonal transformation means 2 orthogonally transforms block data from the selection means 51 and a quantization means 7 quantizes an orthogonal transformation coefficient from the orthogonal transformation means 2. Also, a variable length encoding means Huffman-encodes a quantization coefficient from the quantization means 7, tentatively stores it in a storage means 13 and sends it to a cell making means 14. The cell making means 14 prepares the cells for which the plural pieces of the codes of a block unit are gathered, and when the judgement information is inputted, the cells are allocated to the priority cells and transmitted.</p> |
