PURPOSE:To provide a water-cutting-off material (water-cutting-off tape) with both T-shaped and L-shaped water-cutting-off characteristic improved. CONSTITUTION:A water-absorptive composition layer consisting essentially of a water-absorptive polymer grain and an org. binder is formed on the surface of a sheet substrate of polyester spun bond nonwoven fabric or the like to constitute a water-cutting-off material 16 for a cable. The gel strength of the water-absorptive resin polymer grain contained in the water-absorptive composition layer is controlled to be 0.1X10<4> to 6X10<4>dyne/cm<2> and the gel fluidity to be 2 to 20cm/sec.
