PURPOSE:To control the pressure of gas at the inlet port of a turbine to be at a prescribed level or within a prescribed range, with high reliability, by operating the degree of opening of a turbine by-pass valve through the use of a second turbine inlet gas pressure control system whose set pressure level is higher than that of a first turbine inlet gas pressure control system, to perform feedback control on the pressure of the turbine inlet gas. CONSTITUTION:Even if the effect of control by a first turbine inlet gas pressure control system has fallen, a pressure controller 18 which which is a second turbine inlet gas pressure control system provided with a second set pressure level higher than a first set pressure level for the first control system operates the degree of opening of a turbine by-pass valve 17 depending on the pressure of turbine inlet gas pressure found out by a detector 13, to increase the flow rate of exhaust gas released to the outside, to suppress the rise in the turbine inlet gas pressure to regulate the pressure below the second set pressure level.
