PURPOSE: To obtain a cleansing emulsion for cosmetic treatment having decreased rebound effect by preparing a mixture of a specific surfactant and water, and an aqueous solution obtained by melting a thickening agent and a foam stabilizer and diluting them with water, adding a perfluoropolyether to either of the mixture and the solution while stirring, and then mixing them. CONSTITUTION: This cleaning emulsion is obtained by mixing a substance selected from surfactants of a small interfacial tension to a perfluoropolyether (preferably 12dyn/cm or less), oil, fat and a polyhydric alcohol with water, heating the mixture to form a homogeneous mixture or emulsion, deaerating the mixture, while on the other hand, melting a thickening agent (e.g. xanthane gum) and if necessary, a foaming stabilizer, diluting the melt with water to form a solution of a medium viscosity (preferably 1000-2000cP), adding a perfluoroether having a terminal perfluoroalkyl group to one of the aforesaid mixture or emulsion and the solution while stirring, then mixing them, adding a desirable preservative, dyestuff, perfume, softening agent, opecifier and sequestering agent to the mixture, and cooling the mixture while stirring.
