A discriminator receives a velocity signal from a detector and generates a velocity mode signal representing one of high to low velocities. The detection signal from a steering direction sensor and a nonsteering state signal are used for generating a steering direction signal representing one of right and left directions. A memory circuit receives the velocity mode signal for generating a corresponding duty ratio of a current supplied to the motor. The binary signal from a declination detector is received for generating a declination discrimination signal representing a current declination.
