PURPOSE:To prevent an engine from overspeeding in a simple and accurate manner, by producing a pressure fluid by vibration in the engine, and thereby energizing a throttle valve lever in the valve closing direction, while opening a passage of the pressure fluid only when the engine is overspeedy. CONSTITUTION:When an engine is rotated, a diaphragm 58 provided with weight 44 of a vibrating pump 41 vibrated up and down. With this vibration, pressure in a pressure chamber 46 goes down and a check valve 48 opens, whereby air is inhaled into this pressure chamber 46 from an atomospheric port 49. And, iar in the pressure chamber 46 opens a check valve 54, thus it is exhausted to a pipeline 23. At this time, if the engine overspeeds, a ball 107 of a vibration sensor 101 is vibrated so that a passage 103 is opened. Consequently, the air exhausted to the pipeline 23 is fed to a pressure chamber 85 of an actuator 81 by way of the vibration sensor 101. As a result, a rod 92 is depressed and since a lever 29 is rotated clockwise together with a shaft 28, opening of a throttle valve 27 is reduced.
