PURPOSE:To obtain a stable picture with small size and light weight without any blur by using the angular sensor to detect the rocking between a lens barrel and a rotating member and using the gravity of the rotating member to make the horizontal axis of a pickup coordinate and an absolute coordinate coincident with each other. CONSTITUTION:A rocking of a lens barrel 12 and a turning member attended with a video camera is detected by an angular velocity sensor 38 (for panning direction) 39 (for pitching direction) and the rocking of the image pickup element 13 is eliminated with respect to an absolute coordinate and the blur in the horizontal and vertical directions is reduced. Moreover, if the lens barrel is rocked in the rolling direction, the rotating member makes the horizontal axis of the pickup coordinate of the element 13 coincident with the horizontal axis of the absolute coordinate to suppress the blur in the rolling direction. If a blur to be driven tiltingly takes place, a control circuit 21 energizes actuators 40, 41 to make the output from the sensors 38, 39 zero and the rotating member is driven in a direction opposite to an arrow R, then the blur in the tilting direction is suppressed.
