PURPOSE:To improve both the signal separating performance and the signal synchronizing performance by detecting a horizontal synchronizing signal out of a digital video signal and performing the horizontal synchronizing reproduction based on the signal sent from a horizontal phase circuit. CONSTITUTION:An analog video signal is converted into a digital video signal DVS by an A/D converter 10 and led to a digital circuit part 61. A synchronism detection timing generating circuit 27 detects a synchronizing pulse from the signal DVS(11) and then produces various types of timing signals. A pedestal clamp circuit 19 detects the pedestal level of the signal DVS(11) by a timing signal 22 and delivers a control signal 20. A PLL control circuit 23 performs the phase control of frequency of a sampling clock 12 and forms a PLL circuit with a loop of the converter 10- the circuit 27- the circuit 23- a D/A converter 16- a voltage control type crystal oscillator 13-the converter 10.
