PURPOSE:To eliminate the trouble of meter inspection and automatic money transfer by using the charge card equipped with a rewritable memory and computing the cumulative charge for use from the cumulative consumption of energy measured from a certain time to calculate the latest remaining amount of money by subtracting the cumulative amount of money from the remaining charge amount of money read out of a charge card, to record it on the card. CONSTITUTION:The charge card 8 equipped with the rewritable memory is used and received by a card reading and writing means 7 to read data out of the memory on the card and also write data in the memory. Further, a pulse oscillation metering means 4 measures the consumption of energy and sends a pulse every time a specific amount of energy is used. The pulse signal from the means 4 is received by an arithmetic means 5, which computes the cumulative value of the consumption measured from the certain time and computes the cumulative charge for the consumption according to the cumulative value. Then the cumulative charge for the consumption is subtracted from the remaining charge amount of money read out of the card 8 and the new remaining amount of money is outputted to a display means 15 and a memory means 6 and also written on the card 8.
