PURPOSE:To enhance dehydration capacity, by parallelly arranging a large number of cathode plates in an electrolytic cell and providing anode plates between the cathodes plates so as to freely rise and fall along the cathode plates. CONSTITUTION:Anode plates 3 are held at both side parts thereof by the guide part 4 provided to an electrolytic cell 1 and holding parts 12 are provided to the upper parts of the anode plates 3 while the lower end parts of said anode plates 3 are made freely engageable with and detachable from the positive power source clips 5 provided to the bottom part of the electrolytic cell 1 so that the anode plates 3 are provided so as to be capable of rising and falling. When the surfaces of the anode plates 3 are contaminated, a truck is positioned above the anode plates 3 and holding pawls 8 are positioned above the anode plates 3 to draw up said anode plates 3. By this method, the anode plates 3 pass between scrapers 9, 9 provided so as to be faced to the upper parts of the anode plates 3 to remove the contaminants adhered to front and back surfaces of the anode plates. By this method, the lowering in electrolytic efficiency can be prevented.
