PURPOSE:To utilize a video recording and reproducing device as a digital picture input device to an external device by transmitting the contents of a storage means storing a digitized picture to the external device in response to the request from the external device. CONSTITUTION:A luminance signal and chrominance components of a picture desired to be sent to an external device are stored in a luminance signal memory 53 and a chrominance components memory 54. Then a transfer request is generated from the external device having an RS-232C. A memory access control circuit 73 fetches the data of an address represented by a pointer from a memory while controlling the competition of the memory access from a control circuit 62. Then the RS-232C interface circuit 72 applies parallel/serial conversion to the data, arranges a format by adding a parity bit or the like and the result is sent to the external device via a connector 71.
