PURPOSE:To make data can be compressed always highly irrespective of a direction of read scanning, by dividing a original image into plural partial images sorting partial images according to a ratio of white picture elements and black picture elements contained in partial images, performing the image data compression each classification, and enhancing markedly the data compressibility. CONSTITUTION:An image data is divided into partial image data each fixed number, the specified identification code is applied to the content of partial image data, the partial image data corresponding to each identification code belonging to the same category, and transmitted. For example, the original image Z that arranges at equal intervals white ('0' of logical value) or black ('1' of logical value) binary picture elements (information quantity = one bit) against the main scanning X direction and the auxiliary scanning Y direction is divided into rectangular 'partial images' P with same number of picture elements against the vertical and horizontal directions, every partial images are classified according to the ratio of the number of white and black picture elements in these partial images P, and the image data compression is performed in a different way each classification.
