PURPOSE:To attain precise locking in locking status by executing tilt and rise/ fall independently. CONSTITUTION:A rise/fall locking member 15 for inhibiting the vertical movement of a front plate to a front late fitting member 13 and locking it at a required position by screwing the member 15 with a guide shaft projected to the outside from a guide long hole 13a of a front plate fitting member 13 and manually clamping the screwed member 15, an inner shaft successively inserted into an arc-like guide hole of a tilt seat 2 and a through hole of an outer shaft, enabled to slide but disabled to rotate at its one end and extended to the outside of a rise/fall locking member at the other end, and a tilt locking member 15 for inhibiting the front and back inclination the front plate to the fitting member 13 and locking it at a required inclined angle by screwing the member 15 with the other end part of the inner shaft and manually clamping the member 15. Consequently, precise looking is obtained and the front plate can be precisely held at the required status.
