The cutter (1) comprises a disc with a pointed'V' section rim and a tapered hub (3), which is fixed in a tool head (5) socket (6) by an axial bolt (9). The socket locates the hub and reciprocates its form, to produce a torque limiting wedge action. The arrangement permits disc rotation when a definite radial cutting force is applied to the cutting edge. The head of the bolt is countersunk into the tool head of which a cylindrical stem (5) flattens and steps out (11) to provide a definite min. lateral clearance on the entire disc perimeter. In addition the bolt may engage a threaded axial disc bore (4), and the terminal tool head face (10) may be bevelled to fall away from the disc.
