A process for the manufacture of a new flexible and water-impermeable covering sheet, with a fibrous reinforcement, intended to ensure the impermeability of civil engineering works and building works, said process consisting of impregnating a non-woven, woven or composite fibrous material with a binder consisting of a fine emulsion of sulphur in bitumen, at defined temperature and in defined properties.
