PROBLEM TO BE SOLVED: To prevent the generation of scale defects by surely peeling scale generated on the surface of a material to be rolled by adding a relatively simple device without elevating the pressure of a descaling device before finish rolling in a hot-rolling line for hot-rolled steel sheets. SOLUTION: In the hot-rolling line provided with a roughing mill train 1, finishing mill train 2 and the descaling device 3 before the finish rolling, by performing water-cooling at least once at pressure of <=-3 MPa in a time zone from 10 to 30 s before performing the descaling before the finish rolling to the material 5 to be rolled using a water-cooling system after completing rough rolling and before performing the descaling before the finish rolling, after destroying the scale by self-destruction by quickening the growth rate of the scale on the surface of the material to be rolled, the scale is again grown to a peelable thickness and the descaling before the finish rolling is applied to this material to be rolled.
