PROBLEM TO BE SOLVED: To realize subscriber's convenience by preventing illegality, such as distribution of a copy and enhancing degree of freedom of reproduction of a program recorded in a recording medium within specific regions, such as home. SOLUTION: Broadcasting equipment 1 includes recording control information showing refusal of group recording in an ECM in a program stream to transmit. A receiver 3 gives the ECM of the tuned-in program stream to an IC card 4, in the case where the group recording is demanded by a user. The IC card 4 judges propriety of the group recording from the ECM and information on an EMM acquired and stored in advance, and generates the encrypted EMM by using a common group key to a plurality of contracts to returns to the receiver 3 only in the case where the group recording is possible. When the EMM is returned from the IC card 4, the receiver 3 inserts the EMM in the tuned-in program stream to prepare the program stream for recording, and gives it to a VTR5 for the program recording. |
