PROBLEM TO BE SOLVED: To provide the subject device intended to prevent the weight of a web rim from decreasing on the exit of a carding machine. SOLUTION: This device has such a scheme that, members 11a, 11b, 11c for changing air stream in the side region of a hollow cylinder 9 are formed narrower than those 11d, 11e, 11f in the central region in order to enable the effective width of a cotton mass fed to be increased and ensure the inclination of a web rim to be reduced, and/or the interval between each of the members and the wall of the hollow cylinder on the opposite side increases sideward.
