PROBLEM TO BE SOLVED: To provide a polycarboxylic acid-based cement dispersant having a stable performance to the fluctuation of a specific property of the cement. SOLUTION: The polycarboxylic acid-based cement dispersant has a polyether side chain as a structural element, and in the case of three kinds of kind A having less than±30 mm flow value variation with time by the standard test when the dispersant is singly added to cement mortar, kind B having more than -30 mm flow value variation with time and kind C having more than +30 mm flow value variation with time, the dispersant consists essentially of the kind B and the kind C or the kind A, the kind B and the kind C.
