PROBLEM TO BE SOLVED: To provide an abnormality determination device of a drive control device capable of specifying an abnormal drive system even if a failure mode in which the self-diagnosis of the drive system is impossible is caused, and a steering control device using the same. SOLUTION: The abnormality determination device of the drive control device is provided with a mutual interference detection means for detecting a state that a main steering motor 6 and a sub steering motor 7 interfere with each other and an abnormality determination means which determines an abnormal motor based on the increase and decrease of a mutual interference state with respect to the change direction of a steering command angleθ<SB>t</SB>, after the mutual interference state is detected.
