PROBLEM TO BE SOLVED: To provide a fluorescent lamp in which management and adjustment of a protection layer material is easy and the occurrence of cracks and separation of the protection layer and a phosphor layer can be suppressed, and to provide a luminaire installing this lamp. SOLUTION: The fluorescent lamp includes a glass bulb 1 having a curved portion, an electrode generating means 2 which generates discharge in the glass bulb 1, a discharge medium filled into the glass bulb 1, a protection layer 3 which is formed on the inner face of the glass bulb 1 and has a particulate layer 3a consisting of particulates with an average particle size of 100 nm or less and spherical particles 3b which consist of a coagulate of the particulates and have larger diameter than the particulates, and a part of which is embedded in the particulate layer 3a and the rest is formed to protrude from the particulate layer 3a, and a phosphor layer 4 formed on the protection layer 3.
