The present invention provides a tracking and photographing control device, a tracking and photographing system, a camera, a terminal device, a tracking and photographing method, and a tracking and photographing program, by which the position of a target can be easily detected and the target can be accurately tracked. In a preferable aspect of the present invention, a tracking and photographing control device is provided with: a target setting unit that sets a target; a hue histogram creation unit that creates a hue histogram in a range where the target is tracked; a target color information acquisition unit that acquires information of the color of the target; a first target detection unit that, on the basis of the information of the color of the target, detects the position of the target from an image captured by a camera; a second target detection unit that, on the basis of information other than the color of the target, detects the position of the target from the image captured by the camera; a target color rate calculation unit that with the color of the target as a reference, calculates, as a target color rate, the proportion of pixels with hue in a certain range in the histogram; and a tracking control unit that controls the operation of pan and/or tilt of the camera to cause the camera to track the target. The tracking control unit controls the operation of pan and/or tilt of the camera on the basis of information of the target position detected by the first target detection unit if the target color rate is a threshold value or less, and controls the operation of pan and/or tilt of the camera on the basis of information of the target position detected by the second target detection unit if the target color rate exceeds the threshold value. |
