PROBLEM TO BE SOLVED: To provide a thermal insulating moisture prevention film excellent in workability and having high heat insulating performance. SOLUTION: In the thermal insulating moisture prevention film formed by filling a thermal insulating layer 4 formed between two polymer resin films 2 and 3 with a powder thermal insulating material 6, both polymer resin films 2 and 3 have airtightness, the thermal insulating layer 4 is subdivided into a plurality of partitions 5 in a surface parallel to the expansion direction, each partition 5 of the thermal insulating layer 4 is filled with the powder thermal insulating material 6, each partition 5 of the thermal insulating layer 4 is evacuated, and a boundary section 7 of each partition 5 of the thermal insulating layer 4 is sealed in an airtight state. The powder thermal insulating material 6 is a powder consisting of a glassy porous spherical particle having an approximately uniform particle size composed by using a reversed micelle method, and the particle size is 3 to 30μm.
