PROBLEM TO BE SOLVED: To provide a thermal head having a high reliability, in which electrostatic discharge in a bonding pad section by the charged static electricity of a protective layer does not occur, and also to provide a manufacturing method for the thermal head and a printer. SOLUTION: This thermal head has a heating resistor 24 which is installed on a board 25, wiring patterns 27 and 47 for applying power to the heating resistor 24, and the bonding pad section 52. The heating resistor 24 is covered with the protective layer 51, and the board 25 is fixed to a mount 21 made of a metal.
