PROBLEM TO BE SOLVED: To save energy consumption and to reduce exhaust amount of carbon dioxide. SOLUTION: The environment load lowering type cement is so constituted that a concrete block broken in a specified size is heat treated at 100-500 deg.C, and ground so as to recover the aggregates B, D from the concrete block A, at this time a fine powder contained as a by-product is mixed at a specified rate into the cement. Thus saving of energy consumption and reduction of exhaust amount of carbon dioxide can be attained.
