The flat surface heating arrangement has a fast reaction time so that auxiliary direct heating equipment is not necessary. Cold air from windows and doors can be intercepted. The surface temp. is evenly spread over the heated area. Tubular heating elements, e.g. hot water pipes or electric cable, are installed on a base board. A covering is placed over it on the room side so that collective hollow spaces are formed at least partially around the heating elements. At least one air inlet aperture is provided to connected with the cavities. At least one air outlet aperture is provided connecting the cavities with the room to be heated. A fan is installed to circulate the air through the cavities. The inlet can be placed near a window or door.
