A method and system for securely switching between a terminal between a product mode and a development mode, which resolve the problem of potential safety hazards in the prior art caused by accidental entrance of a terminal of a test development version into the market. In the method, different certification authorities (CAs) are configured for a terminal in different stages; certificate public and private key pairs issued by the different CAs are stored in different secure storage mediums, and a flag bit of the terminal can be successfully rewritten only after validity verification succeeds by using a secure storage medium corresponding to a current CA state of the terminal; the secure switching between different CA states of the terminal can be realized, and it is ensured that a terminal in a test development stage cannot be normally used even being wrongfully flowed out as a formal product, thereby ensuring benefits of a user and an operator, improving security of the terminal device, and implementing secure and quick switching. |
