The present invention relates to a system and a method for providing an application driving service, which can eliminate unnecessary duplicate driving of an application in a terminal in a process of providing a service using a beacon apparatus, i.e. a Bluetooth-based information providing service, and to a driving policy providing apparatus applied to the same, and a method for operating the apparatus. The driving policy providing apparatus comprises: an identification information reception unit for receiving identification information of a specific place recognized by a terminal; a list and ranking confirmation unit for confirming an application list mapped with the identification information and a driving priority of each application included in the application list; and a driving policy providing unit for providing a driving policy including the confirmed application list and driving priority to the terminal, and selecting and driving a specific application in accordance with the driving policy provided when the terminal recognizes the identification information. |
