PROBLEM TO BE SOLVED: To provide a method for producing a stable water-in-oil type emulsion of polyvinylamine, which is obtained by hydrolyzing a water-in-oil type emulsion of an N-vinyl carboxylic acid amide polymer with an acid or a base.SOLUTION: In the method for hydrolyzing an in-oil dispersion liquid of an aqueous solution of an N-vinyl carboxylic acid amide polymer in the presence of an acid or a base, hydrolysis is performed in the coexistence with a polyoxyalkylene alkyl ether. It is desirable to add the polyoxyalkylene alkyl ether after the polymerization of N-vinyl carboxylic acid amide before the hydrolysis step, and it is desirable that the HLB is in the range of 8.0-14.0. |
