Disclosed are a method and device for sending a packet, which belong to the field of mobile communications. The method comprises: receiving a packet notification message sent by a first forwarding entity, wherein the first forwarding entity is a forwarding entity which receives a packet sent to a mobile terminal by a public data network (PDN), and the packet notification message at least carries a terminal address of the mobile terminal; if the mobile terminal is in an idle state, paging the mobile terminal according to the terminal address of the mobile terminal, so that the mobile terminal establishes a connection with a base station (eNodeB); and establishing a data channel between the eNodeB and the first forwarding entity, so as to enable the mobile terminal to be in communication with the first forwarding entity, so that the first forwarding entity sends a packet to the mobile terminal through the data channel and the connection. The device comprises: a receiving module, a paging module and an establishment module. The present invention can wake up a mobile terminal in an idle state in a mobile communication network merged into an SDN network architecture, so as to send a packet to the mobile terminal in an idle state. |
