PROBLEM TO BE SOLVED: To provide a technique capable of securing the fixing strength of a foundation of a structure. SOLUTION: In this method of constructing a foundation of a structure, steel pipes are so installed as to enclose the lower parts of the leg members of the structure and the upper parts of the piles constructed in the ground and as to come into contact with a supporting layer which supports the structure, and a concrete is deposited in the steel pipes to connect the leg members to the piles for constructing the foundation of the structure. The method comprises a design step for designing the members including the piles and the steel pipes which form the foundation of the structure based on investigation condition information for ground investigation performed at a construction site for the structure beforehand and a structure foundation construction step for constructing the foundation of the structure by using the members designed in the design step. In the design step, the maximum error of the design depth and the actual depth of the supporting layer is obtained according to the investigation condition information including N-value acquired position information obtained by the ground investigation, and the members are designed in consideration of the maximum error.
