PURPOSE: A device for storing and using the kinetic energy of a windmill or a water mill using multiple hollow shafts is provided to drive a generator by the operation of a speed increasing/reducing device using stored kinetic energy. CONSTITUTION: A blade or turbines are successively driven according to flow speed. A multiple-hollow shaft independently drives while the blade or the turbine successively drives. A speed reducing device is driven according to the speed rotation. A speed increasing device is driven by energy emitted from a spiral spring. The spiral spring stores a fixed amount of energy and is controlled and driven by a controller.
