PROBLEM TO BE SOLVED: To provide a heat shielding cement composition hardly accumulating heat even when directly irradiated with sun rays and having excellent abrasion resistance, capable of being used as a material for paving of drive ways or concrete buildings, and to provide a heat shielding laminate. ! SOLUTION: There is provided a heat shielding cement composition containing white cement, an abrasion aggregate, a composite oxide-based pigment and water and the abrasion aggregate is an aggregate that has the content of α-alumina of 90 mass% or more and contents of each element of Fe, Ca and K are less than 3 mass% in terms of oxide. There is provided a heat shielding laminate 1 having water permeability and manufactured by laminating a surface layer 2 consisting of the heat shielding cement composition and a base layer 3 consisting of a cement composition containing no abrasion aggregate. !
