PROBLEM TO BE SOLVED: To enable easy supply of wet powder active charcoal in a constant amount per unit time by using a small apparatus.SOLUTION: A feeder includes a storage tank 1 having first stirring means of stirring wet powder active charcoal and a weighing instrument 2 which is connected to a discharge port 9 formed in the bottom part 8 of the storage tank 1. The weighing instrument 2 has a structure which includes a rotary partition plate 19 having second stirring means 24 within the plate, rotating in a state of being superimposed on a bottom plate 11 having a supply port and being provided with a weighing part 20 formed as a notch or a hole and a cover 21 covering the range where the weighing part 20 passing over the supply port 12 is connected to the supply port 12 and causes wet powder active charcoal in the weighing part 20 passing over the supply port 12 as the rotary partition plate 19 rotates to fall into the supply port 12.
