PROBLEM TO BE SOLVED: To provide an on-vehicle communication system and an on-vehicle communication device which can preferentially transmit data to be transmitted preferentially to respective on-vehicle equipment among data to be transmitted and received between the on-vehicle communication devices.SOLUTION: ECUs 1, 2, 3 transmit to a communication network N by adding priority to received data when receiving the data from on-vehicle equipment 1b-1d, 2b-2d, 3b-3d through communication buses 1a, 2a, 3a. The ECUs 1, 2, 3 store the received data when the data from other ECUs 1, 2, 3 is received through the communication network N and the communication buses 1a, 2a, 3a connected to the respective ECUs are not usable. When the communication buses 1a, 2a, 3a become usable, the ECUs 1, 2, 3 transmit the data with higher priority earlier among the stored data sequentially to the communication buses 1a, 2a, 3a.
