The battery temperature acquisition unit 102 acquires a battery temperature indicating a temperature of a battery and the first memory 106 stores therein information showing relations between battery temperatures and self-discharge amounts of the battery per unit time at the battery temperatures. The self discharge amount determination unit 103 specifies the self-discharge amount of the battery per unit time at the battery temperature acquired by the battery temperature acquisition unit by referring to the information stored in the first memory. Then, on the basis of the specified self-discharge amount, the self-discharge amount determination unit 103 determines a self-discharge amount of the battery within a predetermined time width including a certain timing. The self-discharge amount output unit 105 outputs the determined self-discharge amount.</p>
